Have you tried running this in Windows 10 using the Windows Subsystem for Linux (WSL)? This might be a quick way to get to Windows without much change to the code base.
It would mainly require an install procedure if anything.

I'm also interested in knowing about any method to run vhdl-tool on Windows 10 through WSL. But a native Windows version would be really preferable.
I'm working on a native Windows version which should be available in a few weeks.
